Since 2003, we have been supporting federal agencies in the management of their Federal Employees’ Compensation Act (FECA) programs. Understanding the nuances associated with government agencies, we have a focus on the development and implementation of highly specialized health programs, products, and services tailored specifically for federal government agencies. We provide services in all 50 states and U.S. territories, and our customers include federal, state and local government agencies. Our services and software complement customers’ business processes in order to maximize productivity, employee potential and program outcomes.
In 2021, Sedgwick Government Solutions acquired Managed Care Advisors to begin our journey into providing services and support for the federal space. MCA will continue to service all existing client contracts, while all new business will be serviced by Sedgwick Government Solutions. Founded in 1997, our team of clinical professionals, analysts, and technical experts are dedicated to maximizing employee health and productivity. We create practical solutions with measurable goals and outcomes.
With more than 40 years’ experience in the healthcare industry, Lisa has been recognized for her expertise in the areas of federal contracting, employee benefits, managed healthcare delivery systems, medical case management, disability management and strategic planning. She has been actively involved in the evolution of workers’ compensation case management and disability management programs, most recently focusing on federal workers’ compensation, population health, and federal health programs. She founded Managed Care Advisors (MCA) in 1997; today, it is the market leader in the provision of workers’ compensation case/claims management services to federal government agencies.
Lisa began her career in hospital administration, followed by more than six years as a health benefits consultant and practice manager. Prior to founding MCA, Lisa served as vice president and principal with Managed Care Options, a specialty healthcare consulting company.
She is the immediate past chair of the Board of Directors of Women Impacting Public Policy (WIPP), supporting education and advocacy, including providing testimony to Congress. She served more than five years on the Board of the Montgomery County Chamber of Commerce (MCCC) and is currently an active member of the planning committee for their Annual Procurement Conference.
MCA was a past recipient of the VIP Teaming Partner of the Year Award by American Express Open, and was recognized as a Top 50 Woman-Owned Business in Maryland for five consecutive years. Over the past decade, Lisa has been awarded the SmartCEO BRAVA Award, the MCCC’s Small Business Leader of the Year award, the Public Policy Award by Women Impacting Public Policy, was honored as Enterprising Women of the Year by Enterprising Women Magazine, and was named the Business Partner of the Year by the MCCC and a finalist for Greater Washington GovCon Award for Contractor of the Year.
Rob Edelman
Senior vice president, strategy and innovation
In his current role, Rob is the senior executive responsible for business development, marketing and communications, specialty health programs, and innovation and product development for Sedgwick’s government solutions team. He has more than 25 years of claims, managed care, business development, and consulting experience.
Prior to joining Managed Care Advisors (MCA) in 2016, Rob held senior operational management and business development roles with a number of commercial claims and managed care organizations, including as director of operations for MCN, assistant vice president for Healthcare Solutions, and vice president of sales for York Risk Services Group.
Dr. Tifani L. Gleeson
Chief medical officer, MD, MPH, FACOEM
Dr. Gleeson is board-certified in occupational medicine by the American Board of Preventive Medicine.
Prior to joining Manage Care Advisors (MCA) in 2016, Dr. Gleeson served in numerous leadership positions in the U.S. Navy, including as associate director of the occupational and environmental medicine residency program, Uniformed Services University. She also supported the Fleet Marine Force and Navy active duty and civilian personnel across operational and clinical activities, assessing occupational and environmental exposures, illnesses and injuries as part of federal workers’ compensation, employee health, force readiness and wellness programs.
Dr. Gleeson is a fellow in the American College of Occupational and Environmental Medicine and has supported the college on the Maintenance of Certification Committee, Council of Education and Academic Affairs, and Task Force for Awareness and Quality Improvement.
Susan Kappel
Managing director, senior vice president, MSHA
Susan has more than 30 years of experience in the healthcare industry in the areas of client services, management of strategic accounts, managed care program operations, employee benefits including workers’ compensation, and program development, management and evaluation for government entities, employers, payers and providers.
In her current role, she has oversight responsibility for Sedgwick Government Solution’s client services, which include account management, reporting and analytics, and consulting practice. Susan leads the client services team in our longstanding commitment to positive customer experience and client success.
Steve Keith
Senior vice president, TPA operations
Steve has nearly 30 years of experience in claims management with leadership roles in claim operations, workers’ compensation product development/management, procurement, and regulatory compliance. As a member of the senior leadership team, he oversees claims operations, including claim processing and support services, medical bill review, member services and call center operations, and document management for Sedgwick’s government solutions. He works closely with all business units to analyze program performance and identify opportunities to improve outcomes.
Steve transition from Sedgwick to Sedgwick government solutions in 2022. His previous roles include claim handling and management, workers compensation product management team, national account manager, procurement, and regulatory compliance.
Michael Smith
Managing director, CIO & security officer
Michael has oversight responsibility for all of the organization’s technical solutions, including corporate governance, risk and compliance functions, and promoting effective cyber and information security policies to address resilience, insider threat and third-party risk management.
With more than two decades of experience in supporting information security requirements for both the U.S. Department of Homeland Security and the Department of Commerce, Michael is recognized as an expert on government regulations and standards such as FISMA, HIPAA, and NIST.
Since beginning his career with the U.S. Marine Corps, Michael has held notable roles in security operations and business development. He is a certified information security officer, project management professional, certified professional in healthcare information and management systems, a PECB: ISO/IEC 27001 lead implementer, certified information systems security professional, information technology Infrastructure Library v3 and v4, certified enterprise architect, and certified scrum master.
Aimee Uhrig
Senior vice president case management
Aimee has more than 40 years of nursing experience, having spent 32 of those focused specifically on workers’ compensation case management, interfacing with FECA, FELA and private sector management.
She began her career with Managed Care Advisors (MCA) in 2005 as a telephonic case manager.
Aimee has held a certification in case management since its inaugural exam in 1993.
Jo Wai
Chief financial officer
In her current role, Jo has oversight responsibility of financial management, budget planning and forecast, risk mitigation and growth sustainment. She brings more than 25 years of experience in financial management in the federal markets.
Before joining Sedgwick government solutions, Jo served as controller of a mid-sized firm providing strategic planning, acquisition management, and IT and system solutions to the Department of Defense.
Her knowledge and expertise extend to the areas of pricing, bid and proposal cost volume development, DCAA-incurred costs rates and government auditing compliance.
Daryl Whitman
Managing director, COO
Daryl oversees the organization’s colleague resources, quality, training, call centers, and administration functions. He also plays an active role in strategic and budget planning.
Daryl served as a senior consultant at Managed Care Advisors (MCA) from 2004 to 2007 before rejoining the organization in the fall of 2015. Prior to joining Sedgwick government solutions, he held senior operations roles at Hanger, Inc. and UnitedHealthcare. He has spent the majority of his career in healthcare, managed care and consulting.
